the 10% speed limit is not a rule, but it is based on the error of equipment taking the reading, the car, the road and weather. these days a camera catches you at 31 on a 30 you will get a fine. I think it was on slide 7 by the DVLA if someone approaches you speeding you should slow down so in case of hazard you and the car behind you will have more time to react.
