One serious flaw

One point of serious concern – definition of Personal Data does not quite align with GDPR Art.4 (1) "‚Äòpersonal data‚Äô means any information relating to an identified or identifiable natural person (‚Äòdata subject‚Äô);" That means the data itself does not have to be identifying the person, but only related to the person. Consider example of Special Category (Health) data – such as data subject has HIV, this in no way identifies the person, but is hugely significant data. The definition of personal data given is that of the US system of PII (Personally Identifying Information). It is radically different. This definition is not changed between EU and UK versions of GDPR.
