Too superficial – not serious enough

I absolutely disagree that bullying has to be repeated to fit the definition of bullying. One off-color remark or behaviour could actually be much worse than a group of 10 smaller incidents. Use of real world examples would be more engaging and instructive. You said in the case of an employee tribunal incidents must be reported within 3 months. Is that the law in both the UK and the US? (I am in the US and that seems very arbitrary).
