Children alone, because of their age, are considered a vulnerable group of people in society. A child is someone 18 years old or younger. Those who might be more vulnerable to harm could be:

• A child who has lost a parent(s)
• A child whose parent has poor health
• The living arrangements of a child (for example, a child who is no longer in family care or a child who is living in poverty)
• Children with disabilities

The above list is not definitive.

Children could be victims of;

• Neglect
• Domestic abuse
• FGM (female genital mutilation)
• Sexual abuse or sexual exploitation
• And more

Adults could be victims of;

• Physical abuse
• Domestic abuse
• Sexual abuse
• Psychological abuse
• Emotional abuse
• Financial or material abuse
• Modern slavery abuse

SkillsPlatform.org state that “The Care Certificate isn’t mandatory per se, but there is still a requirement. The Care Quality Commission will look to ensure that whatever the organization is doing with its training that covers the requirements of the Care Certificate.”
